Biography
Sofia Borushkina holds a PhD in Urban Planning, Design and Policy from the Politecnico di Milano, with previous training in economics and spatial development. She has been a visiting scholar at the University of Oxford and RWTH Aachen. Over the past decade, she has worked at the intersection of research, consulting, and public policy—collaborating with local governments, development agencies, and international organisations on housing, urban development, and sustainability across Eastern Europe, Central Asia, and the EU.
Her publications and research projects focus on housing, policy transfer, and urban governance. Alongside her research, Sofia has taught strategic spatial planning and real estate development to international graduate and executive students. Her applied work includes strategic masterplans, housing policy design, and urban regeneration concepts.
As a Policy Leader Fellow, her focus is on bridging the goals of housing affordability and energy efficiency in the context of a just transition. At the Florence School of Transnational Governance, she aims to develop policy recommendations and financial mechanisms that enable socially equitable retrofitting of residential buildings in diverse urban contexts.
