Biography

Vladimir Bartovic is the President of the EUROPEUM Institute for European Policy, where he previously served as Director from 2014 to 2021. He was Director of the Political Affairs Department in the Office of the President of the Slovak Republic during the tenure of President Zuzana Čaputová.

Earlier in his career, he was a member of the external advisory team to the Minister of Foreign Affairs of the Czech Republic on foreign and European policy, a member of the Programme Council of the Czech-Polish Forum, and a member of the Executive Committee of the Association for Open Society (PASOS).

He graduated in international business and international politics at the Faculty of International Relations of the Prague University of Economics and Business, and in law at Charles University in Prague.

Between 2011 and 2012, he served as Director of the Department of Strategic Analysis and Planning at the Ministry of Foreign Affairs of the Slovak Republic. He also has worked as an editor of the journal Integration and has lectured on European integration at the Institute for Public Administration and the Czech National Bank.

As a Policy Leader Fellow, he will examine the evolving challenges to democracy and the rule of law in Central Europe and investigate how societal polarisation, external geopolitical influences and extreme spread of fake news and disinformation influence democratic governance in the region. He will evaluate the European Union’s role in safeguarding democratic values and propose actionable recommendations to enhance their effectiveness.
