EnRA - Energy Regulation Academy

The Energy Regulation Academy (EnRA) is a three-year capacity-building project supporting the implementation of EU electricity reforms across all Member States. The Academy aims to strengthen the capacity of regulators and ministries, foster peer learning and exchange, and contribute to regulatory convergence and better policy outcomes.

The Academy is funded by the European Union via the Technical Support Instrument (TSI), under the direct coordination of the European Commission (SG REFORM).

In addition to its capacity-building activities, the Energy Regulation Academy will produce six open-access technical briefs over three years, capturing key insights from its training activities, workshops and consultations. Each year, one concise brief will synthesise key lessons and policy messages emerging from the programme, while one extended brief will provide deeper analysis of selected reforms and regulatory developments across EU Member States.

The briefs will be freely available on the EUI website and integrated into the Academy’s AI tool. Evidence and insights generated through the Academy’s activities will feed into subsequent training courses, allowing its evidence base to develop over the course of the programme.

The briefs will also contribute to the wider academic and policy debate on EU electricity market reform, providing regulators, ministries, researchers and other stakeholders across and beyond the 27 beneficiary Member States with a lasting, citable body of evidence-based analysis that can continue to inform policy and research beyond the Academy’s three-year implementation period.
