Purpose
The title of the half-credit course builds on Tom Sargent’s
AEA Presidential Address in 2008 “Evolution and Intelligent Design” and Jean Monnet’s
1976 dictum “Europe will be forged in crises”. In two lines summarizes what the course is about: the theory (the rational expectations revolution, learning & self-confirming equilibrium and crises, forward-looking constraints, dynamic mechanism design & recursive contracts to design a Fiscal Stability Fund and a Lender of Last Resort) and the background EU history as an application (and for further research).
