This course takes you into the core debates on international and transnational public administration – and invites you to actively take part in them.
Bureaucracies are central to modern governance: no public policy can be conceived, implemented, or monitored without them. Yet our understanding of bureaucracy has long been shaped by the nation state. With growing global interdependence, international organizations have become key actors, raising new questions about the role, power, and influence of bureaucracies in transnational policymaking.
The course explores these debates while giving you the opportunity to specialize in topics of your choice. You will engage with core questions in public administration and management, develop your own research ideas, and apply analytical tools to real-world cases.
Teaching is highly interactive and combines guest lectures (including insights into the EU Civil Service), collaborative group work, and a hands-on case study on Amnesty International. Sessions blend short lectures with discussions, simulations, and peer-to-peer exercises.
Two guiding questions structure the course: How do bureaucratic structures and actions shape policy outcomes? And how can these insights be used to design and conduct your own research?
Substantively, the course covers issues such as bureaucratic autonomy, expert authority, agenda-setting, and the role of international administrations in global policymaking. It also examines how international, transnational, and national administrations interact—and how these dynamics reshape domestic bureaucracies.
Overall, the course introduces you to state-of-the-art PA research while helping you develop your own analytical perspective and research project in the field of transnational public administration.
