Biography

In 2020 joined the Hague Centre for Strategic Studies where he is setting up its trans-Atlantic relations program. The program examines the consequences for Europe of the shift in American foreign policy towards the Indo-Pacific and how Europeans can address their security dependencies on the United States. Before joining HCSS, Paul was a postdoctoral fellow at the Security Studies Program of the Massachusetts Institute of Technology from 2018 to 2020.
