It provides a detailed legal and constitutional analysis of the 'Next Generation EU' Recovery Fund, explaining the political dynamics that led to its adoption. Additionally, the author compares the economic integration of the EU in the aftermath of the pandemic with the US system of fiscal federalism, and finally makes the case for permanent fiscal capacity in the EU.
