In this seminar, Professor Cristina Vanberghen (Visiting Fellow at the Robert Schuman Centre) will discuss the essential aspects of expertise and evidence related to the EU AI Act and the European Declaration on Digital Rights and Principles (EDDRP), as well as elaborate on how the EUI’s DSO can systematically examine the implementation of the EU AI Act and the EDDRP.

Harnessing expertise and evidence for effective AI regulation is crucial for ensuring the responsible and ethical development and deployment of AI systems. The creation of a Digital Society Observatory (DSO), established by the EUI, can play a pivotal role in this regard by also serving as a hub for AI analysis.

The rapid advancement and increasing complexity of artificial intelligence (AI) have brought about a growing demand for effective regulation to ensure its safe and ethical development and deployment. In this context, expertise and evidence play a crucial role in guiding policymakers towards informed and well-informed decisions. Expertise, encompassing a deep understanding of AI principles, technical capabilities, potential risks, and ethical implications, is essential for developing sound regulatory frameworks. Experts from various fields, including computer science, engineering, law, philosophy, and ethics, can provide valuable insights into these aspects. Evidence derived from empirical studies, case studies, and real-world applications is equally important in shaping AI regulations. This evidence helps to identify potential harms, assess the effectiveness of existing regulations, and inform the development of new ones.

The integration of expertise and evidence in AI regulation is essential to address the challenges posed by the rapid evolution of AI technology. In this context, experts can provide guidance on the technical feasibility and legal implications of proposed regulations, and they can help to identify potential unintended consequences. Experts can also help to communicate complex issues to the public and to build consensus on the need for regulation.

The presentation will discuss this and other essential aspects of expertise and evidence related to the EU AI Act and the European Declaration on Digital Rights and Principles (EDDRP). It will also elaborate on how the EUI’s DSO can systematically examine the implementation of the EU AI Act and the EDDRP. By fostering stakeholder engagement, generating evidence-based research, and promoting global leadership in AI ethics and responsibility, the DSO can contribute to a more equitable and rights-respecting digital landscape in the EU and beyond.
