The Economic and Monetary Union Laboratory (EMU Lab) launches its new research cycle towards the Florence Report 2028, the Lab’s flagship initiative and biennial publication.
The diagnosis of the Florence Report 2026 was clear: Europe can no longer rely on its ‘reduced responsibility model’, as the security guarantees, open markets, and stable multilateral order that allowed it to postpone difficult strategic choices are gone. The task now is not to preserve the inherited model but to replace it.
To this end, the first workshop of the cycle brings together leading voices and early-career professionals from academia, EU institutions, and think tanks to construct a ‘full-responsibility model’ for Europe to thrive in the new global reality. Organised in interdisciplinary and cross-sectoral knowledge communities, each dedicated to one of six strategic objectives, experts will begin developing evidence-based blueprints describing the ideal governance, institutional, and policy architecture required to achieve each objective.
