Supporting the programme’s development
The Florence School of Transnational Governance (STG) was approached by Netflix Public Policy (Sub-Saharan Unit) in 2024 to provide expert consultancy for the Audiovisual Policy Academy (AVPA). The joint capacity-building initiative was designed with regional and international partners to support policymakers in responding to the rapid growth of the audiovisual sector in Africa.
Within this cooperation, the Florence STG held regular consultancy meetings, delivered two substantial reports, analysing the programme and its parts according to the best educational practices, and provided detailed recommendations for the development of the AVPA during the implementation phase. The School also contributed experts to the programme’s Speaker Series.
The project started in November 2024 with a pilot in Nigeria. An intensive in-person workshop was held in Abuja, Nigeria, bringing together 35 policymakers and regulators from 12 different government ministries, departments, and agencies.
Reviewing and strengthening the learning experience
As the main aspect of the cooperation, the Florence STG delivered two key reports between April and December 2025, drawing on its extensive experience in the programme design, executive education, and best educational practices.
The first deliverable, completed in the first half of April 2025, consisted of a comprehensive review of the initial online course ‘Governance, Policymaking and Regulation.’ The assessment aimed to strengthen the overall quality and coherence of the AVPA’s online learning offer. While the course provided a solid foundation, the review identified areas for improvement in the programme design and customer experience. As a result of this review, the online part of the programme was streamlined and adapted more closely to the participants’ needs, according to the best educational practices.
The second report, developed between June and October 2025, provided a detailed review of the first edition of the AVPA programme. This deliverable focused on the assessment of the current programme and model, provided strategic recommendations for future editions, and outlined proposals for continued collaboration.
This work involved a multidisciplinary team, managed by executive training officer Liva Snike, and including pedagogical expert Mina Sotiriou, as well as faculty, who conducted a structured review across key dimensions, including learning objectives, content quality and policy relevance, learner engagement, assessment and feedback, platform reliability, instructional facilitation, and the programme’s scalability and long-term sustainability, among other areas.
Contributing expertise through the Speaker Series
As part of the programme, the AVPA launched an online Speaker Series in autumn 2025, featuring a curated calendar of distinguished guest speakers and global voices sharing insights through interactive online seminars. The series included contributions from four EUI representatives: Martina Ferracane, Kenneth Amaeshi, Iva Nenadić, and Marta Cantero Gamito.
“The Series”, as highlighted by Part-time Assistant Professor Ferracane, “enabled participants to design regulations that reflect the evolving regional trade environment, supporting long-term growth through digital transformation.”
A collaborative approach
The consultancy was delivered remotely from Florence in close coordination with Netflix and its regional and international partners. “By adopting a consultative approach, we prioritised understanding needs and providing customised solutions,” explained Mina Sotiriou. “Our collaboration with Netflix has been groundbreaking: it has redefined our approach to executive education and transformed our views on partnerships in learning and development.”
As emphasised by Professor Amaeshi, “this partnership strongly signals that the School is not just about the public sector but is literally open for business.”
This collaboration highlights the Florence STG’s ability to work effectively with private-sector partners and reinforces its role as a trusted provider of customised executive education and advisory services.
“This model”, concludes Sotiriou, “has enhanced the STG’s service offering by enabling flexible consultancy that leverages our institutional expertise to support partners’ learning and development goals.”
