Biography

Carolina Orias Duran is a Bolivian lawyer and public policy specialist with more than a decade of experience advancing human rights, gender equality and democratic governance. She has worked across local and national government, parliament and international organizations, designing legislation and public policies and strengthening cooperation between public institutions and civil society.

She holds a Master's degree in Gender Violence Prevention from the University of Salamanca and has taught postgraduate courses on human rights and gender equality. She previously advised the Second Vice-Presidency of the Bolivian Senate, working on legislative initiatives, parliamentary oversight and institutional strengthening.

As a Gender Specialist at UN Women Bolivia, Carolina has led work on women's economic empowerment and care policies. She contributed to the development of Bolivia's National Care Policy and has supported the integration of gender and care into national and local public policy.

During her Policy Leaders Fellowship, she will explore how rights-based care policies and systems can strengthen democratic governance, social cohesion and inclusive development, with particular attention to cooperation between Latin America and Europe.
