Biography

Having participated in his first European University Institute workshop in 2002, with a paper on the EP reaction to the Commission’s White Paper on European Governance, Wilhelm Lehmann was selected by the European Commission as an EU Fellow at the Robert Schuman Centre in 2010. After a few years, he came back to the institute as the second EP Fellow, a position created by a new cooperation agreement between the EP and the EUI, signed in 2014. Since 2017, he has been a Visiting Fellow at the Robert Schuman Centre. He currently works on a project focused on the institutional aspects of electoral reform at the EU level.

Wilhelm is a former senior EP official and holds a doctoral degree from the University of Munich. During his 25-year career in the European Parliament, he served as Acting Head of the Policy Department “Citizens’ Rights and Constitutional Affairs”, Head of the EP’s Historical Archives and Adviser in the European Parliamentary Research Service. His research covers EU history, EU interest representation, the role of the EP in the (post-)Brexit negotiations, constitutionalisation, and the EU's electoral system. Among other books and journals, it was published in the Journal of European Public Policy and the Journal of European Integration.

Wilhelm has taught courses at the former École nationale d’administration in Strasbourg and Paris and is a member of the Centre d'Excellence Jean Monnet of the Université Grenoble-Alpes. He teaches European institutions and multi-level governance at the University of Innsbruck. In 2021, he was appointed Visiting Professor at the College of Europe in Bruges, where he co-teaches a course on the EP within the EU's political system.
