THEME: Interests and Values in EU External Relations: New Legal Dynamics
Description: As any international actor, the EU faces the contemporary global challenges arising in the field of security, trade, human rights and sustainable development (including environment, labour and climate change). Addressing such challenges requires the EU to conduct its international relations taking into account its interests but also its values as recalled by article 3 paragraph 5 TEU.
In this context, it is interesting to understand the new legal dynamics that underpin the evolving conceptualization and relationship between interests and values. The courses will look at the EU’s legal acts recently adopted or still under development as well as at legal techniques such as externalisation, territorial extension and conditionality. The courses will also analyse the role played by ‘structural principles’ in EU external relations, the choice of legal instruments such as international agreements or ‘soft law’, and governance processes. More generally, the idea behind this course is to identify, analyse and appraise relevant aspects of the legal dynamics of EU promotion of interests and values and to consider to what extent these are new or transformational.
