EU Gov Lab

Governing Europe’s Future

The EU Governance Lab (EU Gov Lab) is a forward-looking research and intervention platform that brings scholarly expertise into legislative processes and emerging governance challenges. It aims to help European governance work more effectively by identifying and addressing potential failures before they become entrenched.

Why: Anticipating governance challenges before they become failures

European governance is increasingly shaped by interconnected crises, complex policy challenges and gaps between legislative ambition and institutional capacity. While EU legislation may set ambitious objectives, translating them into effective implementation often encounters legal, political, administrative and institutional obstacles. Yet research and policy interventions frequently address these shortcomings only after problems have materialised.

The EU Gov Lab responds to this challenge by moving scholarly expertise upstream. Rather than focusing on analysing past failures, it anticipates potential weaknesses in pending EU legislative files and unresolved governance challenges, creating opportunities to address them while there is still room to act.

What: Turning research into practical governance solutions

The EU Gov Lab aims to develop practical, evidence-based and scalable solutions to improve the design and implementation of European policies. It focuses on selected pending legislative files and governance challenges, examining how policies, institutions and different stages of the EU governance process interact.

Its main areas of work include:

  • Anticipating implementation challenges: identifying potential governance failures, institutional weaknesses and obstacles before they materialise.

  • Developing policy interventions: translating interdisciplinary research into practical solutions, including proposals for legislative and policy improvements.

  • Connecting governance with European values: ensuring that proposed solutions reflect the principles and values underpinning the European project.

  • Generating transferable knowledge: developing governance blueprints and research outputs that can inform policymaking beyond individual legislative cases.

How: Experimentation, collaboration and interdisciplinary research

The EU Gov Lab combines rigorous academic research with institutional experimentation and collaborative policy design. It works with European institutions, public administrations, academic experts and other relevant stakeholders to examine live policy challenges and test possible solutions.

Its approach is built around three principles:

  • Relationality: examining the connections between disciplines, policy areas, institutions and different stages of the EU governance process.

  • Experimentalism: using iterative design, deliberation, feedback and learning from experience to test and refine possible interventions.

  • Values: ensuring that governance solutions remain grounded in the principles and values of the European Union.

These principles are put into practice through recurring in-house Governance Sprints, bringing together researchers and practitioners to explore governance challenges and develop potential solutions, complemented by smaller satellite workshops organised around specific legislative files in collaboration with external partners.

Through this process, the EU Gov Lab will produce actionable governance blueprints for current European policy challenges, alongside scholarly publications, academic articles and a replicable methodology for anticipatory governance research and design.
