Improving the public sector’s effectiveness is central to Italy recovering from the COVID-19 crisis and returning to sustained, inclusive growth, especially in the context of the Recovery and Resilience Plan. The political economy of reforming the public sector is complex, however, in Italy as in many other countries.

This joint OECD-EUI seminar will present the findings of the 2021 OECD Economic Survey of Italy on strengthening the public sector’s effectiveness. The event will discuss what interventions the public sector makes, how it does it, and who delivers goods and services. A closing panel discussion will analyse lessons learned from the Covid-19 crisis and how they might lead to different and more lasting reform of the public sector.

Speakers:

Laurence Boone, Chief Economist, OECD

Mario Nava, Director General, Directorate-General Structural Reform Support , European Commission

Marcella Panucci, Head of Cabinet, Ministry of Public Administration, Italy

Álvaro Santos Pereira, former Minister of Economy and Employment, Portugal

Elsa Pilichowski, Director of Public Governance, OECD

John Hooper, The Economist

Claudio Radaelli, Professor of Comparative Public Policy, STG

Alexander Stubb, Director & Professor, STG and former Prime Minister of Finland
