The European Economic and Social Committee is a consultative body, set up by the Rome Treaties, which takes part in decision-making procedures by providing opinions without legislative role on final decisions. There was a study group focused on social policy in the field of health and safety in the workplace, protection for workers against working conditions. In particular these conditions included protection against harmful exposures, employees’ social security, and a joint action in the cultural field and safeguarding human rights and fundamental freedom.

One of the EESC’s centres of attention was the policy on industry: trade, craft and services on progress of work on technical barriers, shipbuilding, the competition policy, and structural aspects of development and harmonisation of customs.

Energy policy and nuclear issues including energy targets for 1990, research and development policy, industrial metrology and radioactive waste were areas in which the EESC was also consulted on in 1978-1979.
